Default What can you do if a neighbor is not caring for his dogs?

My neighbor has 7 or 8 dogs in the backyard of a tiny urban rowhouse. They bark at all hours of the day and night. Their excrement is covering the concrete in the backyard and is a health hazard as flies are now rampant. I've spoken with my landlord several times, and she's talked with the dog owner. There is still no resolution. What steps should I take next to either get the dog owner to properly care for these animals or have them taken away?

Contact your nearest ASPCA office or alternative animal welfare organisation
