Excessive panting is a typical sign of pain and discomfort - he really does need to see the vet.
In the mean time, make sure he stays hydrated - get some unflavored pedialyte and get that into him, even if you have to use a syringe.

Do you know if he has gotten into anything? Chemicals, etc.? Is he limping at all? Has he swallowed something that could have caused an obstruction?

There really are so many things that could be causing his behaviour, a vet should take a look at him.
