Default Help with a Dachshund

I have a 13 year old full blooded black and tan short haired dachshund, Alfalfa.

Al has been presenting some very concerning symptoms. Food avoidance. Urinating on or near bedding (which he has never done before). But the most concerning thing is he will walk around the back yard and it seems like his back legs give out on him and he just stops and stands still for a very long time. If you try to pick him up, he yelps.

He was recently separated from another dog, Butch (half dachshund-half boston terrier), also 13 years old. They have been together since pups, but in different enclosures. They do not play well together. They did at one time, but several years back had a falling out. I got married and took Butch with me as he was my dog and Al stayed with my parents.

I was wondering if maybe some of his behavior is due to the separation, but doesn't explain the touchy yelping and the leg thing.

Any ideas?
