for the most part mom will do it herslef. if you see she doesnt tear the bags or try to clean them up, you may have to do it. I have seen this many times with first time moms. make sure to clear the nostrils and mouth - i use a baby syringe( the one for noses). also check on line for puppy cpr methods. I have had to do that also. make sure she is stimulating pups so that they will begin to breathe. if she doesnt, start rubbing them firmly until they cry. good luck
